Edward Waters College

Edward Waters College is a private, historically black college whose future is lined with pride, growth, and success. Edward Waters College, the oldest private institution of higher education in the state of Florida, was founded in 1866 specifically to educate newly freed slaves.

Celebrating 144 years of service, Edward Waters College was initially named "Brown Theological Institute" by Rev. William G. Steward, the first AME pastor in the state. The school experienced some financial difficulties and was forced to close for nearly a decade. In 1883, the school reopened under the name of "East Florida Conference High School” and later, “East Florida Scientific and Divinity High School”. Within a decade, the educational program was extended and the school’s name was changed to Edward Waters College in honor of the third bishop of the AME church. Through the years, the College has withstood the test. After being destroyed by fire in 1901, the College acquired the current site in 1904 and began to rebuild. The school was first accredited as a junior college in 1955 under President William B. Stewart, and by 1960 the College had restored its four-year curriculum. In 1979, the Commission on Colleges of the Southern Association of Colleges and Schools (SACS) accredited the College as a four-year institution and the College remains accredited by SACS.

Located on the Kings Road corridor, in close proximity to downtown Jacksonville, FL, Edward Waters College continues to build upon its solid foundation of teaching, research, and community outreach. The College’s current enrollment is 839 students, with approximately 51% of the student body is male, 49% female, and over 90% of the students rely on financial aid. The College has also expanded its land and continues to experience positive growth.  EWC was highlighted in The Florida Leader Magazine "The Best of Florida Schools 2004" as having the "Biggest Growth for Private Colleges". The Music and Fine Arts Department was also featured as the "Best Music for Private Colleges" which highlighted the world renowned EWC Choir and the Triple Threat Marching Band.

The Boeing Company is the largest tenant at Cecil Airport and as part of the company’s Aerospace Support Division, its focus is primarily on the modification of F/A-18 aircraft Hornets for the Navy and Marine Corps. Just recently the facility became the national center of component structural repair for F/A-18 Hornet and Super Hornet after Boeing closed its Mesa, AZ location. JAXPORT-Talleyrand Terminal

The Jacksonville Port Authority (JAXPORT), an independent government agency created by the Florida legislature, operates primarily as a landlord, managing the upkeep, improvement and expansion of Port Authority facilities and coordinating their use by private companies. The physical facilities owned by JAXPORT include docks and wharfs, cranes, a passenger cruise terminal, warehouses, paved open storage areas and road connections to the public highway system. The Port Authority provides and maintains the terminals and their equipment and manages the overall use of the facilities.

Talleyrand Terminal

This 173-acre terminal has 4,780 linear feet (1,457m) of berthing space on 40 feet (12.2m) of deepwater.

The terminal handles containerized and breakbulk cargoes, imported automobiles and liquid bulk commodities such as turpentine and vegetable oil. Breakbulk cargoes include steel, lumber and paper, and a variety of frozen and chilled goods. Talleyrand is equipped with four container cranes, on-dock rail and 160,000 square feet of transit shed space capable of handling cargo in refrigerated, freezer or ambient conditions. Additionally, a 553,000-square foot warehouse stores a variety of cargoes, including rolls of fine and specialty papers, magazine papers and newsprint.

The Talleyrand terminal also offers two 50-LT capacity rubber tired gantry cranes, both of which straddle four rail spurs totaling 4,800 linear feet (1,463 m). Talleyrand's on-dock rail facilities are run by Talleyrand Terminal Railroad, Inc., which provides direct switching service for Norfolk Southern and CSX railroads. The terminal is only 25 minutes from Florida East Coast Railroad's intermodal ramp, and is conveniently located within minutes of interstates I-95 and I-10.

Cecil Airport

Cecil Airport Developmental Strategy

Over the past ten years, the Jacksonville Aviation Authority (JAA), the City of Jacksonville, JAXUSA Partnership and many other partners and stakeholders have been actively involved in the reuse and redevelopment of the airport at Cecil Airport. While there have been many successes at the airport, the dynamics within the commercial aviation and defense sectors have changed substantially over the past few years. Accordingly, one of JAA’s stated goals for 2010 was preparation of a Cecil Airport Development Strategy.

The strategy has been developed and on July 26, 2010 it was adopted for implementation by the JAA Board of Directors. 

The strategy includes a three tiered approach:

  • Tier One to sustain and grow existing businesses at the airport
  • Tier Two to attract new tenants including business adjacencies
  • Tier Three to develop a longer range strategy to develop Cecil Airport as a logistics center

Implementation of the strategy will be primarily focused on: (1) obtaining financial development funding for infrastructure and facility construction, (2) obtaining necessary political support to assist in business development initiatives, and (3) developing close industry alliances within all sectors of the aerospace industry.

Jacksonville Fire and Rescue Department (JFRD)

JFRD Station 56 at Cecil Airport provides fire fighting and rescue response for any aircraft accidents, incidents or structural fires that may occur on the airport. The City of Jacksonville funds two ARFF-certified personnel to respond to the airfield at all times. Although Cecil is not a PART 139 air carrier airport, Station 56 provides the equipment equivalent to a Class C ARFF index.

U.S. Customs and Border Protection

U.S. Customs and Border Protection (CBP) currently houses a detachment of P-3 surveillance and interdiction aircraft at Cecil Airport. The P-3s at Cecil are a crucial component of CBP’s Office of Air and Marine. U.S. Coast Guard HITRON

The United States Coast Guard Helicopter Interdiction Tactical Squadron (HITRON) is the Coast Guard’s only armed aviation unit and was developed in 1998 to counter seaborne drug trafficking. HITRON utilizes the MH-65C Dolphin helicopters, which are armed with M240 7.62mm machine guns, M107 .50-caliber rifles and M14 7.62mm rifles. The HITRON squadron is located inside the fenced-off ramp area on the west side of the airport.

Florida Army National Guard - Army Aviation Support Facility

Cecil Airport's Florida Army National Guard (FLARNG) contingent is part of the 1st Battalion of the 111th Aviation Regiment. Currently housed on the FLARNG’s leasehold are CH-47 Chinooks, UH-60 Blackhawks and OH-58 Kiowas, all aiding the Guard in its mission.  FLARNG has recently completed a new hangar facility at the airport. Units of the 111th deploy to various sites around the world in support of U.S. military operations.

Florida State College at Jacksonville

Florida State College at Jacksonville has two locations in the Cecil area, one in a hangar on the airfield and the other just north of the hangar on property owned by the City of Jacksonville. In the hangar is FSCJ’s FAA-certified Part 147 program where students train to become Airframe and Powerplant mechanics. The curriculum also includes avionics and airport operations and management. Students have access to numerous hands-on mock-ups, models, and actual aircraft and airplane engines on the hangar bay. The complex on city property, houses the school’s state-of-the-art air traffic control training center. 

In addition, the college has constructed an Aircraft Services Educational Facility. This 131,000 square foot hangar/classroom facility is a public-private venture.  The college trains students on aircraft coating and the facility is used by Flightstar to paint and provide MRO activities.

Jacksonville International Airport (JAX) is the commercial service airport for Northeast Florida and the City of Jacksonville. The airport currently has nonstop service to 25 markets throughout the country from both low cost and legacy carriers such as Allegiant, American Airlines, Delta, jetBlue, Southwest, Silver and United.

JAXPORT-Blount Island Marine Terminal

The Jacksonville Port Authority (JAXPORT), an independent government agency created by the Florida legislature, operates primarily as a landlord, managing the upkeep, improvement and expansion of Port Authority facilities and coordinating their use by private companies. The physical facilities owned by JAXPORT include docks and wharfs, cranes, a passenger cruise terminal, warehouses, paved open storage areas and road connections to the public highway system. The Port Authority provides and maintains the terminals and their equipment and manages the overall use of the facilities.

In addition, JAXPORT offers year-round cruise ship service aboard Carnival Cruise Lines' ship Carnival Fascination. The Carnival Fascination sails from the JAXPORT Cruise Terminal. Click for more cruise information.

Blount Island Marine Terminal

This 754-acre terminal is JAXPORT's largest marine facility and one of the largest vehicle import/export centers in the United States. The terminal also handles Ro/Ro, heavy lift, breakbulk and liquid bulk cargoes

Blount Island has one 112-ton whirly crane and eight container cranes (five 50-ton cranes, one 45-ton crane and two 40-ton cranes). The terminal also offers 240,000-square feet of transit shed space and a 90,000-square-foot Container Freight Station for cross-dock efficiency.

Major highways are easily accessible from Blount Island, which is located less than one mile from I-295 and only minutes from I-95 and I-10. Plus, I-75 is only a one hour drive west. The efficient movement of cargo is facilitated by the terminal's on-dock rail served directly by CSX Corporation.

Port of Fernandina

The Port of Fernandina is located along a western inlet off Fernandina Beach on Amelia Island and is a natural deep water port 45 minutes from dockside to open ocean.

The Port of Fernandina provides terminal service to over fifteen pulp and paper mills located throughout Florida and the southeast. Fernandina also supports a number of independent container lines serving Venezuela, Columbia, Ecuador, the Dominican Republic, Haiti, Jamaica, Aruba, and Bermuda.

FSCJ Aviation Center of Excellence

In 2002, the College’s Aviation Center of Excellence was established and opened at Cecil Airport. It has been growing and expanding ever since, with its most recent addition being the Aircraft Services Educational Facility. This state-of-the-art Maintenance Repair and Overhaul (MRO) hangar demonstrates the College’s commitment to aviation workforce economic development, with over 130,000 square feet of MRO work space.

JEA Water Treatment Plant

The plant, designed by Haskell to provide a maximum daily flow of 23.1 MGD and peak hourly flow of 29.6 MGD, is complete with provisions for expandability to 30 MGD maximum daily flow. While the future-proof design increased initial costs, the expandable plant will save valuable resources in future construction efforts throughout the lifecycle of the plant. This design-build project was the second in a multi-project award contract from JEA, one of the nation’s largest community-owned utilities. It was also JEA’s first design-build effort for a greenfield water treatment plant.

  • Awarded a Local Award of Excellence and a National Award of Merit from Associated Builders and Contractors in 2004.

Fernandina Beach Municipal Airport

The Fernandina Beach Municipal Airport (FBMA) is located on Amelia Island approximately three miles south of the downtown historic district of Fernandina Beach and less than two miles from Amelia Island's beautiful beaches, hotels, B and B's, vacation rentals and resort accommodations. FBMA also offers convenient access to Jacksonville approximately 25 miles to the south.

FBMA (FAA Airport Designator: FHB) is operated by the City of Fernandina Beach as an enterprise fund to be self-sustaining and not require City General Funds in its operation.
